Hace un año me presenté como vocal de Atención
Primaria en la candidatura de Tomás Merina al Colegio de Médicos de Madrid. Me
costó tomar la decisión sabiendo que tendría un coste alto para mí, y
efectivamente, ayer me comunican que seré suspendido de empleo y sueldo cinco
días por haberme atrevido.
Pese a ganar con holgura las elecciones seguimos sin entrar
en el Colegio debido a las maniobras del presidente saliente y sus abogados que
no dejaron más opción que terminar en un recurso contencioso administrativo que
aún no está resuelto.
La Consejería de Sanidad dejó claro que nuestra candidatura
no era de su agrado negándose a recibir al candidato ganador y a las pocas
semanas abriéndome un expediente por haber mandado tres correos electrónicos
(uno informando de nuestra candidatura y otros dos recordando la fecha de
votación y los lugares de voto). Lógicamente los correos del resto de
candidaturas no fueron castigados, como tampoco lo son los que a diario recibimos de sindicatos, organizaciones o demás.
Reconozco que inicialmente me dolió como una bofetada. No
entendía que mis superiores no me hubieran informado, apercibido o llamado al
orden, decidiendo abrir directamente la vía legal. De ellos no he recibido
correo, llamada o noticia hasta la notificación de ayer de la gerente de
Atención Primaria. Me queda claro su nivel como directivos, como compañeros de profesión y como
personas.
En este momento mi sensación es otra. Conozco bien la
sanidad madrileña, sé lo que hay. Mi caso no tiene ninguna importancia, tan
solo ilustra lo que hay. Mis pacientes tendrán que esperar una semana a ser
citados y un servidor se irá esos días a tomar viento.
The Slap in the Face
A year ago, I stood as a Primary Care representative in Tomás Merina’s candidacy for the Madrid Medical Association. It was a difficult decision to make, knowing it would come at a high personal cost; and indeed, yesterday I was informed that I am to be suspended from work and pay for five days for having dared to do so.
Despite winning the elections by a clear margin, we have still been unable to take office due to the manoeuvres of the outgoing president and his lawyers. They left us with no choice but to file an administrative appeal, which remains unresolved.
The Regional Ministry of Health made it clear that our candidacy was not to their liking, refusing to receive the winning candidate and, within a few weeks, opening a disciplinary case against me for having sent three emails (one introducing our candidacy and two others reminding people of the voting date and polling stations). Naturally, the emails from the other candidates were not penalised.
I admit that, initially, it stung like a slap in the face. I could not understand why my superiors had not informed me, cautioned me, or called me to order, deciding instead to proceed directly via legal channels. I have received no email, phone call, or word from them until yesterday’s notification from the Primary Care Manager. Their calibre as managers, as doctors, and as people is now perfectly clear to me.
At this moment, my feelings have changed. I know the Madrid healthcare system well; I know how it works. My case is of no real importance; it merely illustrates the current state of affairs. My patients will have to wait a week for their appointments, and yours truly will be heading off for a few days to get away from it all.
记耳光 (Yī jì ěrguāng)
一年前，我作为初级保健（Atención Primaria）代表，参加了托马斯·梅里纳（Tomás Merina）竞选马德里医学院（Colegio de Médicos de Madrid）领导层的候选名单。当时做出这个决定并不容易，因为我知道自己会付出高昂的代价。果然，昨天我收到通知，因我“胆敢”参选，我将被停职停薪五天。
尽管我们在选举中以绝对优势胜出，但由于卸任主席及其律师团队的百般阻挠，我们至今仍无法进入医学院办公。他们让我们别无选择，只能诉诸行政诉讼，而该诉讼至今尚未宣判。
卫生局（La Consejería de Sanidad）明确表示我们的候选名单并不合其心意，他们不仅拒绝接见胜选候选人，还在几周后对我展开了纪律调查，理由是我发送了三封电子邮件（一封是介绍我们的候选资格，另外两封是提醒投票日期和地点）。理所当然地，其他候选名单发送的邮件并没有受到任何惩罚。
我承认，起初这让我感到像挨了一记耳光一样疼。我不明白为什么我的上级没有事先通知我、警告我或约谈我，而是直接选择了法律手段。从他们那里，我没有收到过任何邮件、电话或消息，直到昨天收到初级保健经理的正式通知。他们作为管理人员、作为医生以及作为个人的水平，现在对我来说已经一目了然。
此时此刻，我的感受已有所不同。我很了解马德里的医疗系统，深知其现状。我的案例本身并不重要，它仅仅是现状的一个缩影。我的病人将不得不等待一周才能预约就诊，而我本人则会趁这几天远远地离开，落个清静。
